북괴의 '제3의 무력도발' 가능성이 있다

北傀의 軍事力에 대한 정확한 評價가 필요하다

남북한 군사실무회담이 예상대로 북한 측의 억지주장으로 허무하게 끝났다. 신년들어 시작된 全방위 북한의 대화공세는 철저한 위장임이 드러났다. 북한이 대화를 위한 것이 아니라 무언가 다른 것을 노리고 있었다는 뜻이다.‘북한은 무엇을 노리고 있는 것일까?’ 회담이 끝났지만, 긴장을 풀어서는 안 된다. 북한은 회담을 통해 ‘천안함’ 관련 종전의 입장을 변함없이 주장했다. 남한 좌익을 흔들림 없이 규합하고 단결시키려는 의도가 있었을 것이다. 아직도 우리 사회에는 천안함과 관련해 북한의 소행이 아니라고 믿는 사람들이 상당수에 이른다. 주의해야 할 것은 제3의 도발 가능성이다. 놀랍게도 최근 그러한 정황이 포착되고 있다. 2월초 고암포 공기부양정 기지 건설 소식에 이어 북한 軍이 최근 며칠 NLL 가까운 지점에서 해안포 및 장사정포 실탄 장전 훈련과 해상침투훈련 및 포사격 훈련을 계속하고 있는 것으로 포착되고 있다. 북한이 서해 5도에 전격적인 상륙작전을 전개할 가능성이 높다는 우려가 국내외에서 제기되고 있다. 美 전략국제문제연구소(CSIS)는 최근 보고서에서 북한이 ‘재래식 제한전’ 즉 제2의 연평도 도발을 일으킬 가능성이 있다고 전망했다.(VOA. 2.10) 구체적으로 북한은 전면전 보다는 한국 내 특정한 목표를 겨냥한 ‘제한전’을 일으킬 가능성이 높다는 것이다. 예컨대 서해 5도나 비무장지대(DMZ) 일대를 점령하거나 서울 인근에 대규모 포격을 가할 수도 있다는 것이다. 이런 가운데 주목되는 것은 북한 군사 상황에 대한 상반된 정보의 유출이다. 예컨대 20만에 이르는 특수부대의 ‘지옥훈련’ 소식이 있는가 하면 식량부족으로 훈련을 거의 못한다는 주장도 나온다. 또 일부 군 부대에서 식량 부족으로 소요사태가 일어났다는 보도도 나오고 있다. 식량난(食糧難) 문제도 그동안 정확한 평가가 어려웠다. 통상 북한 전체의 연간 식량 소요량은 530~550만 톤으로 추정되고 연간 생산량은 350~400만 톤 정도로 늘 100~150만 톤이 부족하다. 군량미(軍糧米)의 경우, 북한군인 1일 필요식량 700g을 기준으로 할 때, 100만 병력 소요 군량미는 연간 25만 톤이다. 전문가들은 아무리 식량이 부족해도 북한 정규군 120만이 먹을 식량(위 기준으로 30만톤)은 충분하다고 말한다. 한편에선 북한내부에서 이미 배급체제가 붕괴됐고 시장 경제적 요소가 확산되고 있다는 소식도 나오는데, 과연 그 범위가 어느 정도인지 가늠하기 쉽지 않다. 북한은 유례없는 폐쇄사회이므로 정확한 면모를 파악하기가 여간 어렵지 않다. 지역별, 계층별 편차도 클 것이다. 전반적으로 북한 체제가 붕괴 조짐을 보이면서도 아직은 김정일-김정은 세습독재체제가 사회에 대한 통제력 특히 軍을 기반으로 그런대로 장악력을 유지하고 있지 않나 추정된다. 지난 3.26 천안함과 11.23 연평도 공격은 북한군의 대남 태세가 김정일의 지휘 아래 일사불란하게 작동하고 있음을 보여준 사건이었다. 핵ㆍ미사일 개발 역시 지속적이고 일관되게 이뤄지고 있다는 점에 유의해야 한다. 이집트 사태의 여파가 북한사회에도 미치기를 우리는 열망하지만, 실제 가능성에 대해서는 냉철하고 현실적으로 분석해야 한다. 이상우(李相禹) 국방선진화추진위원장은 “지금 상태론 우리가 전쟁에서 싸워 이길 수 없다”고 지적했다.(중앙선데이, 2011.2.13) 우리가 비록 최신(4세대) 무기를 갖추고 있으나, 군 구조나 전략, 운영체제, 사고방식에 있어 6ㆍ25 또는 월남전 시대(2세대)에 머물러 있기 때문이라는 분석이다. 반면 북한은 돈이 없어 대부분 무기(武器)가 2세대이지만 전략·훈련·기획·사고방식은 매우 효율적으로 가동되고 있다고 한다. 11.23 연평도 포격은 우리가 알고도 당했다고 李 위원장은 분석한다. 북한이 후방에 있던 다연장포를 하루 전 전진(前進)배치하는 것을 포착하고도 “일상(日常)”이라며 무시하는 등 “軍이 나사가 빠졌기 때문”이라는 것이다. 반면 북한은 무인정찰기까지 동원해 탄착 지점을 확인하며 쏘는가 하면 우리의 레이다 대응능력을 무력화시킬 만큼 완벽하게 준비했다고 한다. 지난 金-盧 정권 때 ‘주적(主敵)’개념을 삭제할 만큼 확고한 대적관(對敵觀)이 결여됨으로써 대북 전투의지가 약화되지는 않았는지, 2012년을 목표로 한 전작권 전환이 이미 65% 진행되는 과정에서 대북 방위태세에 허점이 드러나고 있지는 않은지, 산업화와 경제 발전에 도취해 북한을 과소평가하고 있지는 않은지, 되돌아 봐야 한다. 천안함-연평도 두 번씩 북한군의 정면 공격을 받고도 응분의 대응조치를 취하지 못했기에 국민은 不安하다. 이렇게 볼 때, GNP 38배, 무역고 200배를 상징으로 하는 남북한 경제규모 차이에 자기만족(滿足)해 있을 상황이 아니다. 그건 이미 십수년 전부터 있어 온 평가이고, 지금은 북한군이 열악한 경제사정에도 불구하고 양적 질적 확충과 증대를 도모해 그 예기(銳氣)가 매우 날카로와진 상황이다. 20만 특수부대 증강사례가 이를 입증한다. 북한 군사력과 대남위협 정도를 정확히 평가하고 이에 대응해야 한다. 아울러 체제의 전면 붕괴로부터 NLL 무력침공에 이르기까지 북한 상황 전개에 대한 모든 가능성을 열어놓고 대비해야 한다.
